Rea L. Holmes

Rea Holmes counsels clients on state and federal campaign finance, lobbying and ethics laws.  Ms. Holmes also counsels nonprofit organizations on formation and corporate governance issues along with providing guidance regarding allowable political and advocacy activity under the Internal Revenue Code and state and federal campaign finance laws.

Previously, Ms. Holmes was an appointed official in the Wisconsin Department of Health Services where she advised the agency Secretary on a wide range of policy and legislative matters and managed key agency activities, including communications and legislative and congressional relations.
